Canada initiates AD & CVD expiry review on cold-rolled steel from 3 countries

On November 14, 2023, the Canadian International Trade Tribunal (CITT) initiated an expiry review of the anti-dumping (AD) and countervailing duty (CVD) measures on certain cold-rolled steel originating in or exported from China, South Korea, and Vietnam.

The Canada Border Services Agency (CBSA) has started an expiry review investigation to determine whether the expiry of these orders will result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA will make a decision no later than April 12, 2024, and will issue a Statement of Reasons by April 29, 2024.

The products involved are cold-reduced flat-rolled sheet products of carbon steel (alloy and non-alloy), in coils or cut lengths, with a thickness of up to 3.61 mm and a width of up to 1,854 mm inclusive, classified under HS codes 7209.15.00.00, 7209.16.00.40, 7209.16.00.90, 7209.17.00.40, 7209.17.00.90, 7209.18.00.00, 7209.25.00.00, 7209.26.00.00, 7209.27.00.00, 7209.28.00.00, 7209.90.00.00, 7211.23.00.00, 7211.29.00.00, 7211.90.00.00, 7225.50.00.10, 7225.50.00.20, 7225.50.00.30, and 7225.50.00.40.
